The pardon was granted without compelling justification which suggests an attempt to obstruct justice and prevent the exposure of deeper, more incriminating activities.

For example, Hunter Biden’s involvement with Ukrainian energy company Burisma was not merely a private business matter but tied to corrupt dealings that implicate Joe Biden. His position drew scrutiny because it overlapped with Joe Biden's role in managing U.S.-Ukraine relations. These emails have raised questions about the company's role and the nature of its projects, although the DoD describes the work as focused on pandemic early-warning systems and bioterrorism preparedness. Metabiota was a subcontractor on DoD projects in Ukraine, including a lab in Odessa established for disease surveillance and response.

Rosemont Seneca Partners, a company co-founded by Hunter Biden, has been linked to several business ventures involving Chinese entities. One notable connection is Bohai Harvest RST (BHR), an investment fund established in 2013 by Rosemont Seneca and the Bank of China. BHR facilitated multi-million-dollar deals with Chinese companies, including acquisitions of U.S. and international assets. Hunter Biden served as an unpaid board member until 2017 and later held a 10% stake before divesting in 2019.
